  17. <p>     When a Navy consultant inadvertently left a confidential
  18. report at Bath Iron Works last May, officials of the Maine defense
  19. contractor could not resist the temptation to peek. Chairman
  20. William Haggett ordered up a photocopy of the report, which
  21. reviewed the cost of a rival firm's work on the Aegis guided-
  22. missile destroyer program. But after briefly scanning the report,
  23. Haggett decided he had made "an inappropriate business-ethics
  24. decision" and returned the document to the Navy, which launched
  25. an investigation.

  27. <p>     Still filled with remorse, Haggett, 57, stepped aside last
  28. week as chief executive officer, a position he had held since
  29. 1983. While he will remain chairman, Haggett turned over to
  30. president Duane Fitzgerald day-to-day responsibility for the
  31. company, whose work force of 10,400 makes it the largest
  32. employer in Maine. Haggett, the son of a Bath Iron Works pipe
  33. fitter, said he relinquished control because he had failed to
  34. set a strong moral example when he copied the sensitive Navy
  35. document.
